Installation instructions for EPA users

If you are not an EPA employee or contractor, please visit the CoST/EMF homepage for instructions on how to download and install the EMF.

EMF client installation on Windows

  1. The EMF client requires Java 8 or higher to run. If you're not sure if Java is installed on your computer or what version you have, follow these instructions to locate the Java Control Panel.
  2. Download and save the EMF installation package EMFClientInstaller.20250430.zip.
  3. In Windows Explorer, navigate to your downloads directory. Right-click EMFClientInstaller.20250430.zip, select Extract All..., and then click the Extract button.
  4. Double-click on EMF Client Installer inside the archive.

    • When you run EMF Client Installer, you may see a security warning because the publisher could not be verified. Click More info and then Run anyway to continue.
    • A dialog will ask "Do you want to install/update the EMF Client?" Click Yes to continue.
  5. When the EMF Client Installer launches, you will see a window with various directory locations and settings. You will need to set values for the Client Home Directory and the Local Temp Directory. Each field is described below.

  6. Click Install and then Yes to continue.
  7. The installer will provide feedback on the files it is downloading. The latest list of installation files is available from files.txt When the installer is finished, the Cancel button will change to Done.
  8. When the installation is finished, click Done.
  9. To launch the EMF client, navigate to the Client Home Directory you selected during the installation process (e.g. C:\Users\username\EMF Client). Double-click the batch file named EMFClient.

Updating the EMF client

When an update of the EMF client is available, you'll be notified when you start the EMF client. For a list of recent EMF updates, visit the EMF deployment updates page.

  1. To download the update, re-run the EMF Client Installer program. If you need to, you can re-download EMFClientInstaller.20250430.zip and extract the installer program. Double-click EMF Client Installer to launch the installer.
  2. When prompted "Do you want to install/update the EMF Client?", click Yes. Then click Install and then Yes to continue.
  3. You will be prompted about whether you want to update or reinstall. Update will download only changed files, and Reinstall will download all files. Click the Update button to continue.
  4. After checking for updates, you'll see a list of files that will be updated or deleted. Click Update to download the changes. If no updates are available, the Update button won't be enabled.
  5. Once the updated files have been downloaded, the Cancel button will change to Done. Click Done to exit the EMF Client Installer.
